I (serious carnivore, sorry) think that much of the problem is education; even in food deserts I bet you could set up local gardening efforts if the tools were made available and people were taught how to grow food, raise chickens, etc. Processed foods are easy and cheap, and if you’re a struggling mom with kids living on a low income holding down 2 jobs, it’s too much to also garden. But here in Denver I’ve seen community efforts, I’ve heard of organizations that buy the “past the sell-by date” or bruised produce to donate, and I think there IS a trend to try to be more healthy overall. These efforts should be expanded and funded.
